[VOTE CANCELED] Release Qpid Dispatch Router 1.2.0 (RC1)

We have been unable to run Coverity scan on the Dispatch code due to
some Coverity compiler issues. But this morning, Ken Giusti ran it in
an old VM and it revealed some leaks that need to be addressed. I have
entered a JIRA for this -

Due to this issue, I am canceling the vote for Qpid Dispatch Router 1.2.0 (RC1)

Will get out the RC2 after the JIRA is fixed.
