multipart forms cause percent sign (%) to be stripped from text fields

Summary: multipart forms cause percent sign (%) to be stripped
                    from text fields
           Product: Apache httpd-1.3
           Version: 1.3.23
          Platform: PC
        OS/Version: FreeBSD
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Other
        AssignedTo: bugs@httpd.apache.org
        ReportedBy: steve@riverwatcher.com

When using a form that accepts data, Apache seems to strip the percent sign (%)
out of text fields. This only happens if the enctype="multipart/form-data"
attribute is specified in the form tag.

Current workaround is making such forms into two steps - but that's not a real
happy solution ;-)
