Try declaring them as <scope>provided</scope> and/or <optional>true</optional>.
Which jars in which modules are causing a problem? What commands will you use to create the release? (Is there something like http://wiki.apache.org/struts/StrutsMavenRelease for Action 2?)

You are right, Maven already does this. In addition, LGPL jars have been moved out to the extras project.
