Fulcrum Separation: update

Hi,

I am going to check in a big set of changes tomorrow when I wake up,
but almost all the services build in the fulcrum repository.

I still haven't created a separate build for each services but I'm
going to do this in stages.

By the end of tomorrow night, Fulcrum and Torque should be cleaned up and
I'll build another TDK.
