When making the ignite-icon directive, I had to manually render SVGs because at that moment we had to support IE11 and it doesn't support SVG directive template namespace. Since IE11 support has been dropped, we can safely use regular AngularJS template there and clean the code a bit. I think this change will also fix invisible icons in TestCafe E2E tests.
