[RELEASE]: update bundled dictionaries?

Hi,

once again we got a very late request to update a dictionary for the
upcoming release (see [1]). This is in general valid and ok but we
should do that in the future a little bit earlier. Means once a new
dictionary is released we should update it in our build asap.

This is important to improve the user experience. Otherwise users
install the 4.1 and get immediately an update for new extensions. Well
this can happen always when a new version of a dictionary get released
after the latest AOO release. But we should avoid it with dictionaries
that are released much earlier than the next AOO version.

And important is also that the related community checks all bundled
dictionaries for their language. For example the German AOO version is
bundled with several German related dictionaries as well as French and
Italian. For other languages it is similar.

For AOO 4.1 I set now a deadline to next Monday March 24th to provide
the necessary information. Please test the dictionaries before in your
local offices.

this issue is not directly related to the subject and is of course not
yet fixed. Volunteers are welcome ;-)
