FYI, you can use https://downloads.apache.org/incubator/kvrocks/KEYS as the
link to KEYS.

That file will be synced from
https://dist.apache.org/repos/dist/release/incubator/kvrocks/KEYS, so we
don't place another file under /dev/ folder.
