There were a few commits related to this with the final functionality being available as of trunk revision 555776.

The comment rendering process was updated such that comment plugins could be applied to comments and used to modify their formatting to do things such as format plain text comments to render properly in html.  Roller administrators now have a single built-in option to choose if they want their comments to allow html or not, and if not then comments are html escaped.  Administrators can then enable any plugins they want to transform the rendered comment.

The end result is that it is now quite easy to disable html in comments and then enable any plugins that are desired to reformat the plain text comments.
