This is a very basic question but I just want to make sure that I am
thinking the correct thing.
I want to build upon and customize/localize the Apache Fineract platform.
Which programming language(s) do I need to be competent with to achieve the
above purpose as a developer?
What other technologies do I need to be familiar with?

Hello John,
Apache Fineract is a core banking system back end written in Java. It has a REST interface, so really you can communicate with it via code written in any programming language.
You will need to run an SQL database as well.
Take a look at the code base (1), and our recent release (2) and then feel free to ask further questions.
