[FLINK-35515][hive] Add hive4 CI profile and bump Flink to 1.20.3

- Bump flink.version from 1.20.0 to 1.20.3 (1.20.0 binary no longer
  available for download)
- Add hive4 profile to push_pr.yml and weekly.yml CI matrix
- Hive 4 runs on JDK 11 only (Hive 4 requires Java 11+)
