I'm not sure that it's clear that this is a Struts bug; it could be any of a number of things related to your
deployment environment. XML jars are notorious.
Does this work with other versions of Xerces? Does it work with Struts deployed outside of an EAR?
It would be hard for other developers to put together an environment enough like yours to test
accurately, so if you could help better document the nature and scope of this problem, it would be
greatly appreciated.
