[I] mvnup: ToolchainPluginStrategy should handle inherited source levels from parent POMs [maven]

## Problem
When testing ~966 Apache projects against Maven 4 (`maven-4.0.x` branch), **12 projects** fail with:

error: Source option N is no longer supported. Use 7 or later.
```
These projects inherit their `maven.compiler.source`/`maven.compiler.target` from a parent POM (e.g., `geronimo-genesis` sets source=1.5). Maven 4's auto-toolchain feature should detect this and use JDK 8/11 for compilation, but `mvnup`'s `ToolchainPluginStrategy` doesn't detect inherited source levels — it only inspects the local POM.

## Expected behavior
`mvnup`'s `ToolchainPluginStrategy` should resolve the effective source/target level (including inherited values from parent POMs) and configure the auto-toolchain accordingly. When the effective source level is < 7, it should ensure a JDK 8 or 11 toolchain is selected for compilation.
## Context
Data from [maven4-testing](https://github.com/gnodet/maven4-testing) run #13307 testing `maven-4.0.x` against all Apache projects.
