   @busbey Not this patch. This is a total rebuild of meta only. It is how it was done in hbase1. It is one of the items asked for explicitly in the list on the parent JIRA. #3 doesn't do this. #3 is like fixHoles in old hbck1. 
   
   What is "Why not add a "and first run a master in maintenance mode" to those changes instead?" To what do you refer? Thanks.
