[Bug 54757] Deploy ROOT webapp

Hi,

Try to specify the version with a parameter [1].

"path - The context path (including the leading slash) of the web application
you are dealing with. To select the ROOT web application, specify "/". NOTE -
It is not possible to perform administrative commands on the Manager
application itself. 
version - The version of this web application as used by the parallel
deployment feature, 
war - URL of a web application archive (WAR) file..."
