commons-dbcp first m2 release

I have just pushed the first m2 commons dbcp release artifacts to
m2-ibiblio-rsynch.  We will move to maven standard group/artifact
ids in 2.0, but for now, we are staying with
commons-dbcp/commons-dbcp.  I think this means we need to get
commons-dbcp added to directory repl list.

Thanks. For this release, I would prefer to manage the artifacts
directly on people.apache.org.  Has replication been set up for
commons-dbcp/commons-dbcp?

You should also think about moving to the managed repository:
