   Add a test for checking circular dependencies.
   
   Circular dependencies fail at run time, and depending on import order. It is easy to introduce one because not always they lead to a test failure but they may still fail for a user.
   
   We can try to find a way to generally figure out if there are any circular dependencies in the code.
   
   Imported from Jira [BEAM-2818](https://issues.apache.org/jira/browse/BEAM-2818). Original Jira may contain additional context.
