Create a mailing list for Cassandra client developers

We are trying to create some cohesion among Cassandra client developers as well as provide a place for them to interact with Cassandra core developers for information on upcoming features and releases.  We would like to see a mailing list created for Cassandra client developers, perhaps cassandra-client-dev@

Asking in the #asfinfra channel, it sounded like httpd has a mailing list for module developers so the thought has some precedent.

Just trying to build community around an apache project in a more specific way.

Hmm.  I've been trying to send an email to client-dev@cassandra.apache.org with subscribe in the subject and message.  Apache's mail servers keep sending me back a failure notice:
