@gregho It benefits  the contributor easy to contact the committer to seek help, this is just my personal idea.

Due to contributors and committers are in different time zones, communication efficiency on issues or github  is usually very low and waiting for a long time to have a reply.

But if the contributors knows the time zone where the committers is located, he can choose the right time to communicate with the committers.
