We can work with JNI directly using P/Invoke, there is no real need for C++ layer.

Advantages of removing C++ layer:
* *No MSVC++ 2010 dependency*
* *No build tools required for development*
* Simplify and speed up the build procedure
* No embedded libraries
* Easier crossplatform support (IGNITE-2662)
