   ### Motivation
   
   Right now, we are not able to create global-namespace into pulsar-standalone cluster unless we create a global-cluster manually which should not be requried.
   
   ### Modifications
   
   Create global-cluster on pulsar-standalone starter.
   
   ### Result
   
   we will be able to create global namespace in pulsar-standalone server without manually creating global cluster.
