Custom Soundlike to Find Character Similarities

Hi,

I want to setup The search server for Persian Text (Arabian Like Characters).
One feature that I've to setup is something to find words with similar
chars: i.e. persian: and persian: ز something like À and A and Á
I've tried normalization but it breaks facets and not working
properly. any suggestion or idea. I'm thinking about a customized
soundlike plugin.
