Verified it in latest GA build we got. Still able to reproduce the problem.
In a setup with S3 storage CS it trying to spin up the system vms even though the zone is not specified with staging storge but in enabled state. 

This is the first zone in the setup. 

Attaching latest logs and cloud DB.
