I consider css a special case of a semantic piece of information getting included in the current page.
Meaning that it's just an external entity/file that's somehow related to the loaded one.

So, i'd really like to see (and even help implement) something like http://tapestry.apache.org/tapestry4.1/components/general/relation.html
