Message Resource Properties file not loading.

Can anyone tell me what I am missing??

I have resource property file namely ApplicationResource.properties packaged under WEB-IN/class directory.

In my struts-config.xml, I have the following elment:

<message-resources parameter="ApplicationResource" null="false"/>.

But I still get "??en_US.x.y.z???" everywher.e
