Are you using the RBAC UI (I forget if that is default now or not?) If so you will need to follow this https://github.com/apache/incubator-airflow/blob/master/CONTRIBUTING.md#setting-up-the-node--npm-javascript-environment-only-for-www_rbac when checking out form git. The static assets are now compiled, and you will need to follow that process at least once.
