Hi,

I've populated the jakarta-turbine-jcs repository. I did the following:

- repackaged to org.apache.jcs
- put all the test under src/test

I've left the jcs code in stratum for the moment. James/John, take a
peek so hopefully we can nuke the stuff in the stratum repository.

The turbine-jcs-dev mailing list is also operation which is where the
commit messages go.
