[ANNOUNCE] New committers and PMC members - Michael Dodge and Brian Rowe

The Apache Geode Project Management Committee has invited Brian Rowe and
Michael "Sarge" Dodge to join the Geode PMC and we are pleased to announce
they have accepted.
