   本地通过docker-compose部署了pulsar standalone,pulsar manager 并在pulsar standalone conf文件中设置了jwt鉴权，目前pulsar manager中能正常查看tenants namespaces topics tokens，可以正常增加token，但clusters报错 Failed to get failureDomains list，导致在 new tenant时 无法选择Allowed clusters，请问该如何解决？

   ./bin/pulsar-admin clusters get standalone
   执行返回 null
   Reason: java.util.concurrent.CompletionException: org.apache.pulsar.client.admin.internal.http.AsyncHttpConnector$RetryException: Could not complete the operation. Number of retries has been exhausted. Failed reason: Remotely closed
