Get mvn package to build into an empty m2 repo in a single try

When trying to test the OODT build process as a 'new user' I move my .m2/repo directory so maven has to go and grab all the dependencies just like someone who has never installed OODT.
Today (31-JAN-2011) I had to restart the process 3 times. Sure it is annoying and easy enough to move past, but I really should work in one attempt, or fail gracefully at least. The other option is to update the documentation to tell new users to try, try again when it stops..and that would be sad.

Cameron is this still a problem... i just did this the other day (and jenkins does this now for every code submit) and it seems to work fine now

After publishing our artifacts to Maven Central, this issue should be resolved. I ran a test last night doing the install into two stages, mvn install, mvn package. It ran pretty well. I am running one last test this morning, just mvn package to see if the build will complete. If so I will close this issue.

I think this was resolved when the artifacts were moved to Maven Central. I have built oodt a couple times and it completes in one try. So I think we can resolve this issue since it it no longer a problem.
