Create Windows 8.1 Platform :
* Same command proxy as Windows 8
* Update bootstrap to use WinJS 2.0
* Fix deprecated methods in plugins
* Append new functionalites like inappbrowser
* Update Project Template

To make things easier, I will create an JIRA issue for each separate task I identify.

Let's create a hierarchy :
* *Windows 8.1 platform's name :* windows81
* *Platform specific project Template repository :* apache/cordova-windows (in a new folder named _windows81_)
* *In plugins :* 
    * Redirect _windows81_ to _windows8_ when possible, 
    * if not create a separate _windows81_ folder.
