Currently, org.apache.flink.runtime.io.network.api.writer.RecordWriter#emit and org.apache.flink.runtime.io.network.api.writer.RecordWriter#broadcastEmit serialise a record once per target channel. Instead, they could serialise the record only once and use the serialised form for every channel and thus save resources.
