The system_metrics virtual keyspace is not confirmed as stable. Add a system property that controls whether this keyspace is registered in VirtualKeyspaceRegistry. 

Default it to false so system_metrics is not exposed unless explicitly enabled, mirroring the existing pattern used for the Accord debug keyspaces.
