Release Sling JCR ContentLoader 2.4.0?

Hey Sling Team,

It's been awhile since the last release of JCR ContentLoader and there's 14
completed issues:
https://issues.apache.org/jira/projects/SLING/versions/12344649

There are still 5 outstanding issues for improvements, but there's not been
movement on those in some time. Would everyone be okay with me starting a
release for JCR ContentLoader and moving the remaining issues to the next
release?

If I don't hear any objections within the next three days I'll proceed.
