svn@... and issues@... moderation status

In the interests of preventing inappropriate mail to svn@ and issues@, I've 
switched the list type from 'discuss' to 'moderated' for those two lists, 
and purged the allowed posters list of non @tigris.org addresses.

The only significant change this will produce, is that subscribers to those 
lists will no longer be able to send unmoderated mail through those lists - 
which is as it should be.

Just use the 'allow' address. It's much easier than logging in and wading 
through several webpages.

tigris.org is running a slightly patched version of EZMLM.  The docs should
be quite useful:  http://www.ezmlm.org/

Alternately, you can use the web interface to permanently add someone's
address to the allow list.  The web interface is based around Anzu
<http://anzu.tigris.org/>; you may need some additional tigris.org
permission to access those features, which can be arranged if the SMTP
interface isn't to your liking.

For example, the default reply address approves only the specific
message, is there a way to approve an e-mail address? There is
a weird tc-allow address in there which might do what I want, but I
don't want to do anything without see the docs, and right now all of
the @tigris addresses are coming for moderation before they go out.

Regrettably, the change had to be reverted, because ezmlm is stupid enough 
to ignore the 'allowed posters' list in 'moderated' mode, thus requiring 
moderation for *every message*.
