When running a cluster with OFF_WITH_REDISTRIBUTION load balancing semantics, non persistent messages sent to a broker without a directly connected consumer results in dropped messages even if a remote one is present.

This might be expected behavior but I think it's wrong. Setting OFF_WITH_REDISTRIBUTION I would expect messages to reach a corresponding consumer regardless of where it is connected in the cluster.
