   I did not add a license header to empty `__init__.py` files, in order to keep the header-to-code ratio finite.

Review comment:
       flake8 insists on 2 blank lines between the `import`s and the start of the code, and also between top-level functions/classes: https://www.python.org/dev/peps/pep-0008/#blank-lines.  So 2 blank lines seemed consistent here, too (although flake8 does not enforce this).
