Hello,

I'm PMC member of Apache Kylin. I found I cannot access JIRA within my office network. The error message is:
This site can’t be reached
issues.apache.org refused to connect.
Try:
Reloading the page
Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_REFUSED

My office's IP address is: 180.173.43.218
