New procedure to release plugins?

Hi Brett,

Is there a new procedure for releasing plugins? I think you have
experimented something for the rc2 release?

Also it seems http://wiki.codehaus.org/maven/ReleasingPlugins is still
documenting the previous way.

In addition to all this and thanks to Fabrizio Giustina we now have a
functional announcement plugin which can be used to generate the
announcements.
