[RANGER-274] Merge tag-policy branch into master

Rangers,

Implementation of Apache Ranger support for tag-based policies<https://issues.apache.org/jira/browse/RANGER-274>, and related enhancements - like tag-sync module, is present in tag-policy branch. Changes to master branch were periodically merged into tag-policy branch; as of now tag-policy branch has all updated in the master branch. Feature documentation is available in the wiki here<https://cwiki.apache.org/confluence/display/RANGER/Tag+Based+Policies>.

I propose to merge tag-policy branch into the master branch, to make tag-based policies feature available in the master. Merging now would provide time to bake the new feature in the master before it is released in ranger-0.6.
