As far as I can tell this CREDITS file is from the Sun / Oracle days and not something we (need to) do under Apache.
Oracle is thanked in the NOTICE file already, that list of people has never been updated in any Apache NetBeans release and that contact form is not being read by anybody from the PMC.
The best course of action is just remove this small file.
