Testing Harness release

I'm getting close to calling for a maven-dependency-plugin release, but
I'm using the current snapshot of the harness. Is this close to
releasable? If not, then I may just move any required code internal to
dependency since it's not heavily used.

I think some docs need to be added and a mess of the maven stub usages
migrated from where they exist inside various pluging into this
artifact...I wouldn't say its close to release from that standpoint.

maybe someone else thinks differently, thats my 2 cents
