Due to the check [here|https://github.com/apache/ozone/blob/master/hadoop-hdds/server-scm/src/main/java/org/apache/hadoop/hdds/scm/server/StorageContainerManager.java#L907].

SCMHAUtils.isPrimordialSCM evaluates to false if we are not in an SCM-HA enabled environment, but this check executes when the primordialSCM id string is not null in the configuration.
