Tooltip on panel title

Hi,

the helpID and the quick tip is only active for the content area of a 
panel not for the panel title. So when the panel is minimized, you get 
no tip. That is not ideal. If the panel is extended, you see the content 
already and a description is not as important as when you have only the 
title.

Exists a way to make helpID and quick tip active on the panel title too?
