[MODULARISATION] Stage One, Phase 1+2 Completed

i've checked a master build. IMHO it's reasonably readable (for a
build script ;-) but i've added some notes about the build to
http://wiki.apache.org/james/Development/Modularisation.

please use other threads for discussion of plans but feel free to chip
in here with comments on these phases
