Removal of heron-admin

Hi folks,

I put up a draft PR <https://github.com/apache/incubator-heron/pull/3585>
for to purge heron-admin, as well as some points for why I'd like to see it
gone. I'm thinking the PR would be a good place for thoughts on it.

There's no rush for it, so I'm thinking I could leave the PR in Draft for
at least a couple of weeks to accumulate comments.

Thanks for sending out. I agree it would be easier to do comments/thoughts
in the PR.
