User-Agent String in cocoon
Does coccon have a framework with look at the
user-agent string and deliver different content based
on user-agent string?

Yes, that's one of the original features of Cocoon -- the browser
selector -- controlling which part of a pipeline is executed and
producing varying output based on aspects of the user agent string.
