DOM_DOMImplementation singleton

As I understand the OO concepts, the DOM_DOMImplementation class represents
the singleton, and  the object can be obtained via
DOM_DOMImplementation::getImplementation() call.
I think, that DOM_DOMImplementation() constructor should be moved to the
private part of class declaration.
Ideas/Thoughts/Objections ?
