We have {{ZooKeeper::getConfig}} and {{ZooKeeperAdmin::reconfigure}}, but we don't have client side way to parse quorum members from {{getConfig}}. We do have {{QuorumPeerConfig::parseDynamicConfig}} but {{QuorumPeerConfig}} is tied with server side code.
