Description:
The user should have a cocoon.xconf configuration file available for tweaking and configuring Cocoon components. 

The 'forrest seed' command does not make one available. However, the project user can add one by copying the default one from xml-forrest/src/resources/conf/cocoon.xconf to my-project/src/documentation/conf/cocoon.xconf
