### Body
Currently "development-only" extras for several providers are part of setup.py of airflow. This should be removed from setup.py and move to provider.yaml files for providers.
This needs some changes in our tooling:
* when CI image is build, those "devel" extras from all providers should also be installed - currently it's not easy to install "providers" extras because we do not "install" provider packages - we use them from sources
* we should add some instructions on how to install "per-provider" devel for developers who want to install provider-specific devel
This is connected to general task of splitting out providers to separate packages.
